He has not paid the filing fee, and he has not filed an application for permission to proceed in forma pauperis ("IFP"). Plaintiff has a history of filing frivolous cases while proceeding IFP. Consequently, last year this Court entered a pre-filing injunction against Plaintiff. The injunction requires Plaintiff to pay the full filing fee before he may proceed with a civil action.
