Because Salas may not proceed IFP and has not paid the $405 filing fee, the Court DISMISSES this action WITHOUT PREJUDICE as barred by 28 U.S.C. 1915(g). If Salas wants to proceed with this action, he must pay $405 to the clerk of Court and file a motion to reopen this case within 30 days. Salas's IFP application is DENIED as moot. See ECF No. #2 .
