NOTICE OF DEFICIENCY AND ORDER: David Brewer must address the following deficiency: Pay the filing fee of $5.00 or file an application to proceed in forma pauperis and a certificate of his inmate trust account within thirty (30) days from the date of this order. The Court construes the document as a petition for a writ of mandamus. The Clerk is directed to redesignate this civil action as a petition for writ of mandamus under 28 U.S.C. 1361 (Nature of Suit 540).
