Filing 7 ORDER: Dudley did not pay the $405 filing fee but filed an application to proceed in forma pauperis (lFP). Dudley is ineligible to proceed IFP and his complaint must be dismissed. Dudley's IFP application is denied. (Doc.4). Dudley's complaint is dismissed without prejudice as barred by 28 U.S.C. 1915(g). If Dudley refiles this complaint, he must submit a complete complaint on the proper form and pay the $405 filing fee. The Court will enter judgment accordingly. (Ordered by Senior Judge Sam R.
