MEMORANDUM OPINION: For all these reasons, petitioner cannot meet his burden onhis "Petition for Review of Denial of Application for Naturalization Pursuant to 8 U.S.C. § 1421(c) and Request for De Novo Hearing." Accordingly, defendant s' Motion for Summary Judgment [Dkt. No. 41] will be granted, Nesari's Cross-]Motion for Summary Judgment [Dkt. No. 59] and his Motion for Voluntary Dismissal [Dkt.
