Upon consideration of Petitioner's payment of the filing fee, his proof of poverty, and the petition annexed, it is ORDERED that: 1. Petitioner is GRANTED leave to proceed in forma pauperis; 2. The petition is FILED; 3. Respondent shall file a responsive pleading within thirty (30) days of the receipt of this Memorandum Order. Petitioner's Motion to Amend (ECF No. 7) is GRANTED. Petitioner's other outstanding motions #2 , #8 , #9 are DENIED WITHOUT PREJUDICE to renew after Respondent makes an appearance. The Clerk of the Court is DIRECTED to serve Respondent. Service shall be made by electronically transmitting a copy of this Memorandum Order and the petition #1 and the Motion to Amend #7 to the Attorney General for the Commonwealth of Virginia.
