MINUTE ORDER granting in part and denying in part Plaintiff's #6 Motion for Additional Service and for Extension of Time. Upon consideration of Plaintiff's Motion, the Court finds that Plaintiff still has not submitted to the Court proper proof of service under Fed. R. Civ. P. 4(i). So to the extent Plaintiff moves the Court to accept Exhibit A to his #6 Motion as proof of service, it is hereby ORDERED that request is DENIED. But it is further ORDERED that Plaintiff's motion for an extension of time to file such proof is hereby GRANTED. Although Plaintiff has submitted U.S. Postal Service certified mail receipts purporting to reflect proof of service on each named defendant, the Court has not received such proof as to the Attorney General or U.S. Attorney for the District of Columbia, which Rules 4(i)(1)(A)(i), (B) require. MINUTE ORDER: Plaintiff is reminded that under Federal Rule of Civil Procedure 4(m), he must serve Defendants with the summons and a copy of the complaint "within 90 days after the complaint is filed." Fed. R. Civ. P. 4(m). "To serve a United States officer or employee sued in an individual capacity for an act or omission occurring in connection with duties performed on the United States' behalf (whether or not the officer or employee is also sued in an official capacity), a party must serve the United States and also serve the officer or employee under Rule 4(e), (f), or (g)." Fed. R. Civ. P. 4(i)(3). Serving the United States requires effectuating service on the appropriate United States Attorney's Office as well as the Attorney General of the United States under Rule 4(i)(1). It is hereby ORDERED that Plaintiff shall effectuate and file proof of service with the Court by September 6, 2022, or request and show good cause for an extension. See Fed. R. Civ. P. 4(m) ("If a defendant is not served within 90 days after the complaint is filed, the court--on motion or on its own after notice to the plaintiff--must dismiss the action without prejudice against that defendant or order that service be made within a specified time.").
