MEMORANDUM OPINION AND ORDER: Defendants' motions to dismiss or, in the alternative, for summary judgment (document nos. 38 and 41 ) are GRANTED insofar as the court has determined that defendants Janice, Bowen and Mutter are entitled to qual ified immunity and that, given the individual defendants' dismissal from the case, punitive damages are not recoverable.
