May 19, 2020 Opinion or Order Filing 4 ORDER AND NOTICE ALLOWING PLAINTIFF TO PROCEED WITHOUT PREPAYMENT OF COSTS AND FEES: The Court GRANTS Plaintiff's #1 APPLICATION to Proceed Without Prepayment of Fees and Costs. The Clerk of the Court shall issue the summonses and provide the summonses and Complaint to the United States Marshals Service. The United States Marshals Service shall serve the summonses and Complaint. The recovery, if any, obtained in this action shall be paid to the Clerk of the Court, who shall pay therefrom all unpaid costs and fees taxed against Plaintiff and pay the balance to Plaintiff and his attorney, if any attorney enters an appearance on behalf of Plaintiff.
