MEMORANDUM OPINION AND ORDER Pending are American Electric Power Company, Inc.'s Motion to Dismiss and Plaintiffs' counsel's Motion to Withdraw. For reasons outlined in this Order, the Court converts the Motion to Dismiss into one for summary judgment and grants 9 MOTION to Dismiss. The Defendant, AEPCI is hereby dismissed from the case.
