Plaintiff's claims related to his allegations of unavailability of legal research; the fai lure to provide a jail handbook or follow jail procedures & policies, including responding to grievances; the denial of a meal on 2/28/09; deductions from his inmate trust account & threats by Deft Groom are dismissed for failure to state a claim und er 42 U.S.C. Section 1983, and Defts Groom & Doe "Nurse Mandy" are dismissed as party-defendants. The Clerk shall prepare summons for Defendants Boyd & Bonner & the U.S. Marshal is directed to serve the Complaint, this Order & summonses on these Defendants without prepayment of fees & costs or security therefore.
