ORDER ADOPTING 6 PARTIAL REPORT AND RECOMMENDATIONS of Magistrate Judge H. David Young in their entirety as this Court's findings in all respects. Plaintiff's claims related to his allegations of unavailability of legal research; the fai lure to provide a jail handbook or follow jail procedures & policies, including responding to grievances; the denial of a meal on 2/28/09; deductions from his inmate trust account & threats by Deft Groom are dismissed for failure to state a claim und er 42 U.S.C. Section 1983, and Defts Groom & Doe "Nurse Mandy" are dismissed as party-defendants. The Clerk shall prepare summons for Defendants Boyd & Bonner & the U.S. Marshal is directed to serve the Complaint, this Order & summonses on these Defendants without prepayment of fees & costs or security therefore.
