Filing 6 PROPOSED FINDINGS AND RECOMMENDATIONS recommeding that Plaintiff's 2 Complaint be dismissed for failure to state a claim and all pending motions be denied as moot. Plaintiff's claims against Defendants Gibson, Hobbs and Norris be dismisse d w/o prejudice. Plaintiff's claims against Defendants Stevenson and Compton be dismissed w/prejudice.
