Filing 8 ORDER: The Court grants Plaintiff's application to proceed in forma pauperis #3 and orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $3.08 from his account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk to send a copy of this order to the trust fund officer of the facility having custody of Plaintiff and to the Court's Fiscal Department. The Court has reviewed the complaint under 28 U.S.C. 1915A and finds that Plaintiff states a plausible claim for deliberate indifference to a serious medical condition. Summonses, however, shall not issue at this time. The Court requests that Stephen P. Benson of Katten Muchin Rosenman LLP, 525 West Monroe Street, Chicago, IL 60661, assist Plaintiff in accordance with counsel's trial bar obligations under the District Court's Local Rule 83.37 (N.D. Ill.). Counsel is recruited to investigate the claims in this case and in Hughes v. UIC Hospital, et al., Case No. 19 C 7206 (N.D. Ill.) (Kennelly, J.), and to submit an amended complaint addressing any appropriate claims. Recruited counsel falls within the class of users listed in the Electronic Public Access fee schedule adopted by the Judicial Conference of the United States, therefore, counsel shall be exempt from the payment of fees for access via PACER to the electronic case files maintained in this court for the above-captioned case and the previous cases filed in this court by this plaintiff (18 C 3141 and 19 C 7206) only. Counsel is directed to open a separate PACER account for use in this case (and the issues raised in 19 C 7206) only. Recruited counsel shall not be exempt from the payment of fees incurred in connection with other uses of the PACER system in this court. This exemption is valid immediately and for the duration of counsel's participation in this matter. This exemption may be revoked at the discretion of the Court at any time. Counsel shall contact the PACER Service Center at 1-800-676-6856 or via the link below to create the new PACER account and to make any necessary arrangements for the waiver. The Clerk is further directed to send a copy of this order (electronically where available) to: (1) the PACER Service Center at http://www.pacer.psc.uscourts.gov/register.html; (2) the Systems Department of the Northern District of Illinois; (3) the Court's Fiscal Department; (4) recruited counsel; and (5) Plaintiff.
