Plaintiff avers that he is employed and appears to have sufficient earnings to pay the filing and administrative fee. Accordingly, plaintiff shall by December 27, 2018, either pay the $400 filing and administrative fee, or file a renewed motion to proceed in forma pauperis describing the factual circumstances as to why he should be excused from prepayment of the filing fee and costs of this action. The Clerk shall provide a form AO 239 to the plaintiff, which plaintiff shall complete and file in support of any renewed motion to proceed in forma pauperis.
