Sorokin: ELECTRONIC ORDER entered.The 1 Petition for Habeas Corpus is DISMISSED WITHOUT PREJUDICE for failure to exhaust administrative remedies as the Petition itself acknowledges that Petitioner's detention is the subject of ongoing state court proceedings including a hearing before a Single Justice of the Supreme Judicial Court next week. The Emergency Motion for Expedited Hearing (#2) is DENIED AS MOOT in light of the Court's dismissal of the petition and, in any event, as unnecessary as the papers before the Court explain sufficiently Petitioner's arguments. The Motion to Seal (#3) is ALLOWED IN PART as described in the Court's Order. The Court shall SEAL the Petition because it sets forth facts that according to counsel have been sealed until March 15, 2019 by the Commonwealth's courts. As to all other docket entries, the Petitioner shall by close of business Monday March 4, 2019 show cause why the Court should not unseal the entire docket other than the Petition. A failure to respond, shall result in all documents other than the Petition being unsealed on Tuesday March 5, 2019. The Petition shall be unsealed on March 16, 2019.
