Spencer's ("Spencer") Application to Proceed without Prepayment of Fees or Costs, Dkt. 2, is DENIED without prejudice. The Application bears a type-written "signature" and, Spencer failed to respond to Question No. 3. Accordingly, Spencer shall by February 26, 2021 either: (1) pay the $402 filing and administrative fee, or (2) file a renewed and complete motion to proceed in forma pauperis. The Clerk is directed to provide a form AO 240 to Spencer. The Complaint also bears a typewritten "signature" and references exhibits that are not attached to the complaint. Accordingly, Spencer shall by February 26, 2021 file a signed copy of the complaint, and to the extent he wants the Court to consider the exhibits must also submit them to the Court at that time. See Fed. R. Civ. P. 11. Spencer's failure to comply with this Order will result in dismissal of this action." (PSSA 5)
