[ECF Nos. 18, 20]. On January 31, 2024, the Commonwealth filed a motion to dismiss for lack of jurisdiction [Dkt. No. 32]. Plaintiff is advised that Local Rule 7.1(B)(2) requires a party to file its opposition to a motion within 14 days after service of the motion. To the extent plaintiff seeks to assert claims against the United States for alleged violations of various section of Title 18 of the United States Code, such criminal statutes do not provide a private right of action. See Cent. Bank of Denver v. First Interstate Bank of Denver, 511 U.S. 164, 190 (1994) (refusing to infer a private right of action from a bare criminal statute). To the extent plaintiff seeks to add new defendants and remove other defendants from this action, she failed to file an amended complaint with her motion and has not complied with this court's local rule for addition of new parties. See Martins v. 3PD, Inc., No. 11-11313-DPW, 2013 WL 1320454, at *4 (D. Mass. Mar. 28, 2013) (failure to comply with local rules may be an independent ground to deny motion to amend). Local Rule 15.1(b) states: "A party moving to amend a pleading to add a new party shall serve, in the manner contemplated by Fed. R. Civ. P. 5(b), the motion to amend upon the proposed new party at least 14 days in advance of filing the motion, together with a separate document stating the date on which the motion will be filed. A motion to amend a pleading to add a new party shall be accompanied by a certificate stating that it has been served in advance on the new party as required by this rule." (PSSA, 4) |

Although "it is within a court's discretion to curtail the common law presumption of public access, '[o]nly the most compelling reasons can justify non-disclosure of judicial records.' " Id. There is no compelling reason that would justify prohibiting the public from knowing that plaintiff is prosecuting this action.
