June 5, 2020 Filing 3 Judge Michael A. Ponsor: ELECTRONIC ORDER entered. Solely for purposes of permitting Plaintiff to appeal, if he wishes, the clerk is ordered to docket the document purporting to be a complaint recently submitted to the clerk's office. Following the docketing, this order will immediately enter. The above complaint is hereby ordered DISMISSED, with prejudice, for failure to comply with the pre-filing certification requirement set forth in Austin v. Peterson, et al., 12cv30109. This prior order has barred filing of any further complaints "relating directly or indirectly to the 1993 house fire..." absent the filing of a petition for leave to file. Dkt. 6. The order was necessitated by Plaintiff's repeated filings of groundless lawsuits. On appeal, the First Circuit affirmed this ruling and cautioned Plaintiff against filing "future frivolous or vexatious litigation." Dkt. 12. The current attempt to reinitiate litigation plainly relates to the 1993 house fire. Moreover, a review of the complaint reveals that, even if the required petition were filed, the court would deny it, based on the absence of any proper basis for the action in light of the extensive litigation history relating to this incident in multiple venues. Further attempts to pursue litigation on this topic may result in further sanctions. It is so ordered. (Healy, Bethaney)
