To the extent that we do not deem them waived for lack of development, we conclude the arguments lack merit, as Palange has not elucidated any abuse of discretion by the district court. See Trafon Grp.,Inc. v. Butterball, LLC, 820 F.3d 490, 493 (1st Cir. 2016) (denial of preliminary injunction is reviewed for abuse of discretion, with embedded conclusions of law reviewed de novo and findings of fact for clear error); Biltcliffe v. CitiMortgage, Inc., 772 F.3d 925, 930 (1st Cir. 2014) (denialof a motion for reconsideration is "limited to the deferential abuse of discretion standard"); Sparkle Hill, Inc. v. Interstate Mat Corp., 788 F.3d 25, 29 (1st Cir. 2015) ("Our precedent is clear: we donot consider arguments for reversing a decision of a district court when the argument is not raisedin a party's opening brief."); United States v. Zannino, 895 F.2d 1, 17 (1st Cir. 1990) ("[I]ssuesadverted to in a perfunctory manner, unaccompanied by some effort at developed argumentation,are deemed waived."). We would arrive at the same conclusion even had Palange designated thedistrict court's initial ruling denying injunctive relief in the operative notice of appeal. See Fed. R.App. P. 3(c)(1)(B) ("The notice of appeal must... designate the judgment, order, or part thereof being appealed.") Affirmed. See 1st Cir. R. 27.0(c). (Potter, Carrie)
