TEXT ORDER: The Court has reviewed the Plaintiff's Complaint under 28 U.S.C. 1915. The Court finds that the Complaint does not state a claim upon which relief can be granted. The facts alleged are insufficient to make out a claim for an 8th Amendment violation. Therefore, the Complaint (ECF No. #1 ) is DISMISSED without prejudice. Plaintiff's Motions for Leave to Proceed in forma pauperis (ECF No. #2 ) and Motions for Temporary Restraining Orders (ECF Nos. #3 & #5 ) and DENIED. So Ordered by District Judge Mary S.
