TEXT ORDER: The Court has reviewed the Plaintiff's Complaint pursuant to 28 U.S.C. 1915 and finds that Mr. Mota has failed to state a federal question or to assert a federal right. Further, it appears that this case presents the same allegations as those that were alleged in 20-cv-502-MSM which was also found to have failed to raise a federal question or to assert a federal right. Therefore, having failed to state a claim for relief that meets the criteria of 28 U.S.C. 1915(a) and 1915(e)(2), the plaintiff's Motion to Proceed In Forma Pauperis (ECF No. #2 ) is DENIED and the case is dismissed.
