Plaintiff's #1 Complaint is thus DISMISSED, and Plaintiff's #2 Motion for Leave to Proceed in forma pauperis is DENIED as MOOT. Plaintiff is cautioned that the pattern established by this Complaint and that in 1:23-cv-00052 puts him at risk that, if it continues, the Court will enjoin him from initiating any new civil action except with prior approval of the Chief Judge of this District.
