TEXT ORDER adopting in full and without objection Magistrate Judge Sullivan's #4 Report and Recommendation Pursuant to 28 U.S.C. 1915(e) ("R&R"). As Judge Sullivan thoroughly explains in the R&R, the Court lacks jurisdiction to hear this case for several reasons, including the abstention doctrine, absence of complete diversity, and absence of a federal question. R&R 2-4, ECF No. #4 ; see Compl. 1-5, ECF No. 1 . Accordingly, this case is DISMISSED pursuant to 28 U.S.C. 1915(e)(2)(B) and Plaintiff's #2 Motion to Proceed In Forma Pauperis is denied as MOOT.
