TEXT ORDER granting #2 Motion for Leave to Proceed in forma pauperis: The Plaintiff has filed with his Complaint a Motion to Proceed In Forma Pauperis ("IFP") (ECF No. 2), which requires the Court to determine whether the Complaint states a plausible federal claim for relief. Ashcroft v. Iqbal, 556 U.S. 662, 667 (2009) (plausible claim standard); 28 U.S.C. 1915(e)(2)(B)(ii) (screening required). He has raised a question about the Fourth Amendment reasonableness of the Rhode Island statutory scheme that imposes a lifetime monitoring by electronic blanket on persons convicted of designated crimes. He has also demonstrated his indigency by filing an IFP Affidavit. The Court therefore GRANTS the IFP Motion. Because the individuals named are apparently employees of the State of Rhode Island, service shall be electronic in accordance with the agreement between the Court and the Rhode Island Attorney General.
