Filing 6 ORDER: As explained in this Order, the Court finds that Plaintiff is ineligible to proceed in forma pauperis, and the complaint must be dismissed. Plaintiff is not eligible to proceed without prepayment of costs. He has not paid the $400.00 filing fee, nor has he complied with the sanction orders imposed by the Fifth Circuit. Thus, this case must be dismissed. As a result, it is ORDERED that Plaintiff's Application to Proceed In Forma Pauperis is DENIED, and his civil rights complaint is DISMISSED pursuant to the three-strikes provision of 28 U.S.C. 1915.
