Filing 6 PARTIAL RECOMMENDED DISPOSITION that Plaintiff be allowed to proceed with his First Amendment free speech and Fourteenth Amendment equal protection claims against Defendants Jackson, Moss, Rogers, Smith, Penix, Cowell, Reed, Straughn, Lee, Holzbierlein, and Hurst. All other claims in the complaint be dismissed without prejudice for failure to state a claim upon which relief may be granted or being improperly joined. Defendants Payne, Brown, Castillo, Morris, Sparks, Davis, Glass, Havorstick, Fry, Brownfield, and Pigford be dismissed without prejudice because Plaintiff has not pled plausible claims against them. The Court certify, pursuant to 28 U.S.C. 1915(a)(3), that an in forma pauperis appeal from an order adopting this recommendation would not be taken in good faith.
