ORDER: The Court denies Plaintiff's application for leave to proceed in forma pauperis #3 because it is incomplete. Plaintiff must either (1) pay the full statutory filing fee of $405.00 or (2) submit a renewed application to proceed in forma pauperis that complies with the instructions in the Statement below. Failure to comply fully by 3/18/2024 will result in summary dismissal of this case. The Court defers consideration of Plaintiff's complaint under 28 U.S.C. 1915A until after his fee status has been resolved. The Court denies Plaintiff's motion for attorney representation, which is embedded in his in forma pauperis application #3 , because counsel is not necessary to complete the tasks required at this early stage of the litigation. See Buford v. Laborers' Int'l Union Local 269, 787 F. App'x 341, 345 (7th Cir. 2019) (finding no error in district court's denial of counsel where defendant had not yet answered complaint, explaining that "only in an 'unusual case'... need a court recruit counsel so early"); see also Walls v. Mershon, No. 21 C 50418 (N.D. Ill.), at Dkt. 138 (discussing Plaintiff's litigation capabilities).
